Is this Crazy Hypercar Still World's Fastest Car with 348 mph Top Speed?

Crazy doesn't even come close, here's the Devel Sixteen, revealed at the 2013 Dubai International Motor Show still the fastest car in the World. The car claims a bonkers 5,000bhp offering a top speed of 348 mph, 0-62 mph in just 1.8s via a machine that looks like a Lamborghini Veneno crossed with Pagani Zonda and Koenigsegg.
What do you make of the claims? Are they wildly optimistic or is something like this possible? The car was revealed here in front of the Crown Prince of Dubai who showed some interest in what exactly it was all about by taking a look inside and out.
